- He wasn't a pet until he was injured, then it took special care. This woman was willing to give him the care he needed. I say, let her do it.

- Why take a paralyzed pet from someone who is willing to care for it. Sounds like he is very docile and will not grow to full size. If there is any sign of aggression, then the council should reconsider, but not until then.
